A Magyar Honvédség 2014-2024 időszakra vonatkozó Informatikai Stratégiájában többször is megjelenik elvárásként a rendszeresített szolgáltatások esetében a továbbfejlesztésre vonatkozó képesség igénye. Napjaink információs társadalmában ez az igény teljesen jogos, ugyanakkor kérdés az, hogyan tud megfelelni egy szolgálati útra épülő, hierarchikus szervezet a kor kihívásainak. Ebben a tanulmányban betekintést nyerhetünk a Magyar Honvédségre vonatkozó informatikai szabályokra, valamint bemutatásra kerül egy lehetséges agilis dokumentációs technika a híradó-informatikai fejlesztések előkészítése során felmerülő követelmények begyűjtéséhez, rendszerezéséhez.

The requirement to improve the commonly used services appears many times in the IT Strategy of the Hungarian Defence Forces for 2014-2024. This demand is completely right in the information society, but at the same time the question is the following. How could this issue be solved by a hierarchical organization which is based on the chain of command? We can get an insight about the IT policy of the Hungarian Defence Forces in this study and it will present a possible agile documentation technique to gather and organize the requirements from the preparation phase of a communication and information system development.
